You can in the UK. You can also use an SSL link if you want. Very
civilised.

It still seems to be in the UK, judging by an installation I did
yesterday.

AT&T provide(d) a toolkit which enabled developers to have MAPI-style
control of their Access Plus mailer, and excellent documentation to
enable you to write your own script from scratch for an existing comms
program. There might be minor conceptual hurdles for a developer not
familiar with X.400 networks.
