Well, Mary, you've certainly asked for a lot, especially with the "price"
driving you.
With the "develop at the home office and ship maps" option you've requested,
Mercator might be your best choice for this, as they offer a separate run-time
license package, which I think goes for about $300/user. (Development system is
about $10K per user). You can develop all you want at one site and ship compiled
maps. And yes, you can develop an acknowledgement reconciler, although I suspect
you mean you want an acknowledgment generator (you can do that with Mercator, as
well).
Developing the specific software in Mercator will be some work, but there are
any number of qualified consultants (such as, ahem, myself) to help you get
started or to develop interfaces to your existing systems. (Mercator map code is
not point-and-shoot, regardless of what the sales reps tell you.)
