That's exactly their claim, this is all one waybill.  But, in my mind, that
doesn't mean it has to have only one line item.  The first L5 is SHEETS with
a commodity code of 3312331, this logically goes with the 5th L5 to give a
line item description of "SHEETS, 7 PCS".  Throw in the 3rd L5 for a
commodity code and so far it make sense.

The problem is the second L5 which is a common line item in the
transportation industry.  There is no way to add this description to the
first to make any sense.  The other clue that this is a multiple line item
instance is the occurrence of 2 L1 and 2 L0's.  The first LO is referring to
a carload.  A carload of FUEL SURCHARGE is not logical, a carload of sheets
of something is.  Also I have two rates.  I'm reasonably certain there are
two line items here.

Fuel surcharge is slapped right in the middle of sheets and 7 PCS.  My human
brain can study this and deduce what everything is.  My mapper is not that
sophisticated.  It reads line by line.  A new LX starts a new line.  So my
description becomes:
SHEETS FUEL SURCHARGE 33211331000 7 PCS (and there is no such thing as
sheets of fuel surcharge, I guarantee it)

Unfortunately this comes from my customer (and they are always right) and
they are a very large gorilla.  Fortunately this information is not critical
to my processing.  I don't need a description and I get rate info from other
sources.
