Because F holds the M's finished goods.  Release orders(862) may go directly from C to 
F.  This is a common JIT
scenario when using third party warehouses. F notifies M that the goods were shipped 
to C and M bills C.
Order-to-Delivery times can be as short as one hour.  ANSI X12 transactions 940, 943, 
944, & 945 also may be used.
