Chaman, I spent a fair amount of time on the 811 in the past. There are a few others on the list that I believe work with it now (Ryan Finnesey comes to mind). For a good overview of the 811 structure, try the SBC website. There are some good introductory documents there. As for the telecom companies that provide the 811, there are more than a few so that question is a little too broad to answer quickly. If you work for a company that wishes to start receiving the bill electronically, then it should be fairly easy to obtain a list of providers that your company uses. If you're looking for something beyond that, feel free to contact me privately (or please ask a question that's a little less open-ended). If you've worked on something like an 837 before, then the 811 won't seem too bad...
