you  basically  have  multiple options, which you should  all  combine:

a - prepare and produce good guidelines, with samples, common errors and especially  
be specific about required and
    possibly provided options

b - provide some automated test facility which the partner needs to use (web upload), 
and before he passed that test,
    dont engage in discussions

c - do escalations (especially with suppliers) quickly. Tell the person resonspible 
for purchasing about it, they love to have such info

d - recommend a consulting partner which is aproved and well known to do quick and 
good implementations

We do normally a combination of all above, while offering roll-out services to our 
clients. However as I understand, it is a bit easier to act as a Third Party here.

And, if you dont have all the above options, and a partner is really annoying you, 
then it is always possible to claim, that you  are on the same knowedge level than 
your peer, so they wont bother with questions. In any case, try to get some support 
from your own management.  If you  have some figures to proof that  a particular peer 
is consuming your time, this will be a plus for you.

I am sure I dont need to mention this, but just to be sure: of coure it is also an 
option to actually help and work  hard to get the connection going, because even if it 
is not your job, it will be your achievement if the integration succeeds quickly.
