Apprentice, Journeyman, and Master have traditionally been designated by trade unions, and I believe this particular speciality falls under the purview of the International Amalgamated Brotherhood of Bit Miners and Shufflers (IABBMS, usually pronounced as "yeah bums"). (Seriously, there is an EC Institute that for several years has been working on general certification in EDI and related topics. Perhaps Bob Crowley can jump in with some details).
