Jon, The reference you're looking for is page 4 of X12.6 (version 4010). See section 3.5.1.1 (Numeric) which is the first portion of the larger section 3.5.1 (Data Element Types). In this section is the following information: "The value of a numeric data element includes an implied decimal point. It is used when the position of the decimal point within the data is permanently fixed and is not to be transmitted with the data."
There is an example of representing the number -123.4 in a numeric (N2) element. It would look as follows: -12340 (notice the padded zero because there are two decimal places). Hope that helps.
