Not to get picky but another major component of HIPAA regards insurance portability that effects COBRA benefits. The actual HIPAA transactions were developed by industry primarily by a committee of X12 (X12N). The government imposed legislation on an industry that was slow to implement recommendations of its own industry (WEDI).

X12 - Works fine. As some wag pointed out: "The best thing about standards is that there are so many to choose from". EDIFACT - I had one client using it. Mostly European. X12, EDIFACT, whatever. ebXML - mostly useless. They forgot to include real examples of business documents and delayed the introduction of XML by years.
