Not to get picky but another major component of HIPAA regards insurance
portability that effects COBRA benefits.  
The actual HIPAA transactions were developed by industry primarily by a
committee of X12 (X12N).  The government imposed legislation on an industry
that was slow to implement recommendations of its own industry (WEDI).

Being Canadian is irrelevant.  We trade with the same partners, using the
same 
VANS and providers.

HIPAA consists of 3 requirements (Privacy, Transactions & Security).  The
whole 
process continues to be relevant to this community.
My comments were specifically about the government involvement in Industry 
Standards, and how (in my opinion) that was a very bad idea.

Do _you_ have an opinion on HIPAA?

I am _still_ looking for something that says that a 'not for profit' has to 
give something to charity.  Most Charities are not-for-profit, but there are

thousands of other non-charitable organizations that act as 'not for
profits'.

I'm sure that it's a rhetoric question, but:
EDI - It's great.  Keeps me very busy and greases the wheels of commerce.
X12 - Works fine.  As some wag pointed out:  "The best thing about standards
is 
that there are so many to choose from".
EDIFACT - I had one client using it.  Mostly European.  X12, EDIFACT,
whatever.
ebXML - mostly useless.  They forgot to include real examples of business 
documents and delayed the introduction of XML by years.
UBL - don't know enough to comment about ;-)
