Would these issues cause the outbound file to fail?  Depends on the 
product.  I've worked with some that do outbound validation, and others 
that don't.

But, the bottom line is that the standards don't talk about what an EDI 
system should do - they only talk about the format of the data.  So, it 
doesn't matter whether or not your vendor validates before sending, or if 
they are using an "industry standard object" (whatever the heck they mean 
by *that*).  If the data doesn't comply with the standard, it's garbage.

How much leverage do you have over these guys?  If they're a vendor, can 
you do charge backs?
