Gina,

Perhaps it might be best to talk to the TP.   In the past I have encountered 
ones that thought that field was set to request a 997.   A quick read of IGs 
makes it appear as such.. 

About 9 years ago I did that myself, and was quite surprised when I got some 
very strange looking TA1 acks from the TP I was testing with.    I too found 
that many ignored it, as I only received one out of the 6 TPs I was testing.
