in TDS03 and TDS04? Do you put the higher discount $ offered (in this 
case, the 2%) there?

Yes, you may have more than one ITD segment.   You can say "2% 10 
days and 1% 30 days" with two consecutive ITD segments, something 
like:

    08*2*2**10~
    08*2*1**30~
