There are several issues here that make it difficult to provide a specific 
answer to your example, as well as some confusion in the example:

1.    There are three locations at which the SAC segment can be used: at the 
Lineitem level, at the Sublineitem level and at the Summary level (ie.applies 
to the entire invoice), so the rate or percent may apply at any of these levels.

2.    Data Element 378 (SAC06) is an Allowance/Charge Qualifier, not a monetary 
amount (eg. $110 in your example).  The only codes allowed in SAC06, according 
to the X12 guidelines for Ver 4010, are 1-9 plus A or Z.  If your SAC06 element 
contains any data other than 1-9 or A or Z then the data in it is incorrect.

3.    The Allowance/Charge Qualifier tells you the value in the invoice to 
which to apply the charge/allowance rate or percent to calculate the charge or 
allowance.  If you subtract the percent from 100 and apply that to a gross 
amount to calculate the net amount (as you did in your example) at any level, 
you misunderstand the meaning of an allowance.  There can be many 
charges/allowances, not just one, at any or all three levels of the invoice.  
And there can be multiple charges/allowances applied to the same level for 
different reasons. You need to calculate the monetary amount of each 
charge/allowance separately and then apply each charge/allowance to the 
appropriate value in the invoice to calculate the net amount of the invoice for 
each item at each level.

  The SAC07 element contains the allowance as a percent of the qualifier amount 
in SAC06.
  Eg:-
  SAC06 is 110$/unit SAC07 is 10% then the original price of item is 99$
   
  The SAC08 element contains the allowance as a  monetary amount (rate) per 
unit of product using code 5 in SAC 06.
  SAC06 is 110$/unit SAC08 is 5$/unit then the original price of item is 
105$/unit

  Please let me know whether my understanding is correct or not.
