NO.  My understanding is that if the containers hold a single item to be sold 
(Each Pack of Cards UPC: xxxxxx33333q), then ALL numbers should be the same, 
except for the leading 2 digits of the SCC14.

Each Pack of cards:
UPC: xxxxxx33333q

Inner Box:
SCC14: Axxxxx33333r
This would only have a different UPC if you are selling inner boxes.

Shipping Case: 
SCC14: Bxxxxx33333s

Why?  There should NOT be 3 different UPCs, unless they can be scanned & sold 
at the POS.

Why would you assign a different UPC number to an innerpack (or outerpack) that 
will never be sold as-is?
