Dan may be on to something. This is asset protection. But I suspect their is a 
layer deeper than that. I don't think that walmart is all that dumb. This may 
be a counting the pennies to save some dollars scenario. Walmart in general 
doesn't "own" much that comes through their doors. Therefore, They have 
arrangements with Brambles(US I think it is called Chep) and the likes for all 
of their fixtures(yes including pallets in most cases). Pallet exchange is 
common in Supply Chain logistics. For many years pallet exchange has been in 
existence and most companies large enough to have palletized goods must keep 
track of the pallets themselves. They can find themselves in a bit of a 
financial crunch to pay for all the rented pallets. The other reason for rfid 
on pallets is for drone run warehousing. It is amazing how much easier it is to 
schedule a drone for maintenance than wonder what your dock workers were 
smoking over lunch. And drones work under horrid conditions 24X7.
