I can say with great certainty the DoD is deeply into using X12 EDI and various forms of XML in the procurement process. X12 EDI is the main standard used by contract writing systems such as : Navy ITIMP, Army PADDS, and AF ConWrite. The Standard Procurement System uses a proprietary form of XML as do other DoD applications (When will we get an XML standard everyone can agree on?). At this site you will find all of the Implementation Conventions use by the federal government in the various functional areas. I have been working with the DoD on this since 1993.
