I don't know about the legal implications, but JCP uses the 855 as an  
acknowledgment of the terms of their contract (850).

The supplier is asked to return the 855 as soon as they get the 850.  They can 
indicate Accept or Decline.
It is NOT used to change the terms or indicate what will be shipped.

There are many ways that these documents can be implemented.
