These specifications are known as the 'ANSI X12 Standards' and are available 
from any number of sources. (And depending on format,
can be quite expensive).

But your request is incomplete, because it does not specify the ANSI standard 
version. This will be a number such as "003040" or
"004010."

And once you get past that barrier, you have the question of the actual 
implementation. The ANSI standards for the '837 Health Care
Claim or Encounter'   define many, many segments for that transaction; however, 
trading partners generally agree to use only a
subset of the ANSI standard; this subset is called the 'Implementation [Guide]"

Unless you are trying to create some kind of 'generic' software, it is 
extremely unlikely that you would NOT require a specific
Implementation.

Any sample data would have to conform to the Implementation Guide; since we 
don't know that, nobody can supply any data.

My best guess is that you are looking at the "HIPAA-mandated Implementations" 
(since almost nobody uses the older implementations
anymore). If this is the case you can register at Washington Publishing Company 
at http://www.wpc-edi.com and surf thru the links
until you find the X096A1, X097A1 or X098A1 implementations. These can be 
downloaded in PDF form at no charge.

Or, depending on what you are actually doing here, my firm has some 
healthcare-EDI software tools which might be of use to you.

For the '837' (X096A1 facility and X098A1 professional) we have a programmer's 
API which will parse those transaction sets and save
each transmitted data element in a database, adding the necessary 'link' fields 
so you can re-create any individual claim from the
inbound document.

If you can describe what you are trying to do, you can contact us and we'll see 
if we have something which can help.

On the testdata: We have a de-identifier utility for the '837' similar to the 
FREE deidentifier tool  for the '835 Healthcare
Claim/Payment Advice' dicument. You can download the '835' de-identifier tool
