I might as well toss my spin in  ... tare is shipping by the pallet.  
Usually shrink wrapped, with a
"license plate" or some sort of bar code that denotes "this pallet."  
And, as far as i've seen, you
can have mixed merchandise or the same on the pallet.  The ASN contains 
the lower level details.
The UCC128 are irrelevant on the tare, and usually the MAN is omitted in 
the pack level.

Or whatever your partner will accept !
