The whole point of .sef is that they are machine readable, and possible to 
import into your software.  PDFs are not.
    Yes, I realize that the actual X12 and others are
  encoded in the sef standard whereby this file is
  ASCII. However, the actual explanation of the sef
  standard is documented in a pdf. This would be
  the sef reference document, not the actual standard.
  Thus, what I was looking for was the sef standards
  older than v1.6.x. The older sef implementation standards are not on 
Foresights site.(not talking
  about the X12, EDIFACT etc).

All are available for purchase.
   
  Yes there are a few [sef] transaction sets here for various EDI versions and 
types (X12,EDIFACT); however,
  if one opens these sef standards the first sef 
  directive in them specifies that they are sef v1.3
  and not the latest v1.6. Thus, the question on
  where to find the sef standard document that explains
  version 1.3 etc. (this is in a pdf document that describes
  the various sef directives).
