including the ownership of products taking place at the point of manufacture
and not at the US port of entry. I would think this would require more
information then is currently in most shipping transactions. I worked in the
chemical industry years ago and we had to put all kinds of information the DEA
required into NTE segments in various shipping transactions which was
precarious at best. I just wonder how much of this type of information is
being transmitted for various agencies that are in NTE or MSG type segments
that in todays world may not be acceptable.

To add to Doug's comments, the 359 is largely intended to be used for
maintaining accounts for each of the proscribed entities. Within the context
of international EDIFACT EDI, the MEDPID is the current vehicle through which
carriers may maintain such accounts within CBP-ACE. Although, there is a move
afoot to enhance the information reporting throught the adoption of a new
EDIFACT message set geared more toward international Customs accounts
information management. Preparations are in the works for a work product to be
ushered though the WCO/CEFACT approval preocess.

As the chair of the ASC X12 Transportation Subcommittee, the answer is yes and
no. There is a X12 transaction currently making its way through the X12
process. It is the 359 and will be used immediately by motor carriers to file
crew, conveyance and equipment information with CBP for ACE (Automated
Commercial Environment). It will later be used by other modes of
transportation as they migrate to ACE. It has been approved by Transportation
and will be reviewed by Technical Assessment next week. If all goes well, it
will go out for vote after the June X12 meeting. Otherwise, motor, rail and
ocean are using the transactions that have been in place for a number of years
and are used to communicate with CBP for AMS (Automated Manifest System), the
309, 353, 350, 355, and 358.
There are no transaction sets being developed specifically for C-TPAT that I am
aware of.
