The "13 digit EAN Company Number" is referred to as the Global Location Code
(GLN).  It is created in the same manner as the 12 or thirteen digit Global
Trade Identification Number (GTIN), formally called the U.P.C. or UCC-12 and
the EAN or EAN-13.  To create a GLN or GTIN an organization must have a
company prefix, which is a variable number depending on the number of items
the company intends to mark and the GS1, formally called EAN International,
Member Organization.
The format of the GLN is <Company Prefix><Owner Assigned><CD>
You must contact GS1 Member Organization to obtain a company prefix.  You do
not need a different company prefix in each country; it's GLOBAL!  If you
are in the US contact GS1-US, formally the UCC.  If you already have an
company prefix to assign GTINs then just start creating GLN's using the same
company prefix.  It is strongly suggested you do not build in any
intelligence in the creation of the Owner Assigned number portion of the
GLN.  If you a UK company then follow Tracey's advice and contact GS1-UK.
