ANSI rules say it is the invoice issue date. Along the lines of the previous comments, it is what your accounts receivable (AR) system generates if a paper invoice were to be generated. If your AR system invoices at the time of shipment then the ship date and the invoice date may be the same. If your organization bases their payment terms on the invoice date you better make sure you have the correct date from the AR system.
