If you mean some measure of "how much effort is going to be required to set up 
the software to translate/map/test" etc the unit of
measure I use the "Partner-Document"  which means one partner, one document 
specification, one direction.

Eg.. If two partners want to send you 850 PO, each using their own 
implementation spec, that's TWO partner-documents.

However, if you are starting a program with your vendors where you will be 
sending them POs, all created to the same implementation
guide, that only counts as ONE partner-document, even though you might have 
hundreds of vendors.  (Allow "a little" additional time
for "actual testing with real partners" in this case).

(Although with hundreds of vendors, I'm not so sure I would't come up with at 
least some form of 'test kit' I could send to those
vendors containing paper + ANSI ASC X12 data corresponding to same). (With real 
part numbers and embedded 'text' instructions and
multiple ship-vias, etc etc etc.. the opposite of what you would get were you 
the receiver).

Works for me, anyway.
