Hello group,
  I"m running GIS 3.1 on UNIX and have an issue with special character "ée" 
and "é" being sent in data. My client does not want to engage the customer to 
make data correct. Do anyone have any idea on how I can solve this issue?
   
  data:
  <NAME>L. Simard Transport Ltée</NAME>
  <SHORT_TEXT>Player's Première Régulier TC 25      QC</SHORT_TEXT>
   
   
  I have added the following token and its does not work.
   
  Start Character is 0x01. 
  End Character is 0xff. 
   
  I tried adding a encoding service before translation service and it did not 
work
   
  <operation name="Encoding Conversion">
 <participant name="EncodingConversion"/>
 <output message="EncodingConversionTypeInputMessage">
 <assign to="input_encoding">Cp1252</assign>
 <assign to="output_encoding">Cp1252</assign>
