Carl E3 is the cell with the complete number (with check digit). (You should change that to A3)
The formula goes in C3 to the right. I also added: =IF(VALUE(RIGHT(A3))=C3,"OK","error") which compares the last digit in A3 to the calculated check-digit... If the chkdigit is correct, you see 'OK' I can't attach worksheets here...
