Dan,

Two packages come to mind.

The OBOE package (http://www.americancoders.com/OpenBusinessObjects),
which I developed,  uses individual XML files to describe each
message.  Information on the XML layout are available online.

And then there is the igML group
(http://www.foresightcorp.com/igmldev/IGMLSourceFiles.zip) that
several mentioned in earlier postings,  this package had all the message
definitions in one file.
