I think you're right when it comes to gXML, that it was a standards initiative that didn't fly.
Some (old) info is to be found at: http://xml.coverpages.org/gxml.html I haven't seen SEF-files been used to exchange message implementation guidelines between partners either, but quite frequently between different EDI tools internally.
