Yes.  

However, a suggestion.  Mostly, folks don't just write a PO map.  Since
you are purchasing something from a seller, the seller normally has an
'implementaiton guide' that will give you all of the structure and
formatting that you need to follow.  It would be a rare thing for you to
be able to just create a PO and send it off.
