The answer is yes and NO in the latest verions of GIS.
 I am not sure if the converions program is in GIS
3.1.  

YES.  There is a conversion program in GIS that will
import the file layouts of the into the GIS mapper.

NO.   There is no mappings between the input and
output fields.  All mappings and rules have to be
manually entered into the GIS map ie. re-map EVERY
mapping instruction.
