never assume.  if the consultants aren't sent for training, and they 
don't have access to the books, something
is fishy in the seaport.  i've been at many "big" organizations where 
the watchword is "get it to work, we'll get
the licensing  in place if it does."  when management finds out what the 
developers have built and installed, they
have the option to pay or run silent.  the next sound you hear is the 
disconnect in the staff meeting over "why isn't
it done?" and "oh, it's already in production but we're using a prototype."
