Bottom Line, the company sending the ISA11 with a U is wrong (unless there is no U in the data). The issue is clear (they have a translator that does not handle 00403+ correctly. They either wrote it themselves or they have an old translator and didn't want to pay to upgrade it). The issue is actually how to correct it. In a perfect world, if they send an incorrect ISA11, informing them will allow them to change to either an earlier version 00401 for example) OR to put in a proper repetition separator. In reality, you may be forced to handle it if the trading partner involved will not budge and insists in sending an incorrect ISA11 for 00403. I had a retailer who insisted that the use of a U was correct. We called DISA who phoned the retailer who said, tough luck to changing their translator's ISA creation utility. We had to have our translator modified(TradeLink) to handle this incorrect version of the ISA. I am sure that everyone in this chat room has dealt with EDI "Big Dogs" (when you are the tail). Some times, that is just the way that it is. By the way, there used to be a person at DISA (her name was Whitney Gilliam) who was able to convince a trading partner who broke the standard the error of their ways. Unfortunately, Whitney doesn't work at DISA anymore, she was the best arbiter of the standards as she wrote the standards. Where ever she is she has my greatest respect as she bailed me out with a number of EDI "Big Dogs"....

No, they did not get used to the format, they mistakenly continue to believe ISA12 "should always be" the first five characters of the application-version ID (GS08).
