Since CUSCAR is a "Customs" message a good start would be to contact the Customs agency who is to receive the message for their implementation guide. However, there are four general WCO (World Customs Organization) MIGs available for CUSCAR, use for Import by either Air/Sea or Rail/Road and for Export by either Air/Sea or Rail/ Road. The URL is: http://www.wcoomd.org/ie/En/Topics_Issues/ FacilitationCustomsProcedures/DataModelMig.html If you want an example of a specific national customs implementation try: http://www.customs.govt.nz/nr/rdonlyres/5437a7ae- a23e-42d1-894a-0a4a8e860407/0/outwardreportv3.pdf It is New Zealand's Customs Services Implementation of CUSCAR, as a subset called DEPART, used for outward reporting in conjunction with CUSRES (Customs Response Message).
