This isn't a totally new issue as DST changes have occurred previously
in the USA and changes occur worldwide annually. I suspect a Web
search will turn up some useful sites. I see three issues.
Resetting DST on your computer systems.
Windows: Microsoft has released a time zone update for Windows XP
Service Pack 2 and Windows Server 2003 that automatically configures
the OS related changes.
UNIX & LINUX: There is a environmental variable, TZ, that the
sysadmin can redefine but I'm not certain that is the best way to do
it. Patches and updates have been released for Solaris and Mac OS X.
Probably others.

Computed dates stored in databases
Analysis needs to be done to determine if there are stored
date/times that might need to be changed.
There may be other issues like planes falling from the skies and the
power grid failing but that's beyond the concern of EDI
administrators. Besides, I still have my bunker stocked from Y2K. 8-)
