David, there are plenty examples were it has created a political  
environment controlling the WHAT, WHO and WHEN not necessarily  
reflecting what the tax paying community needed or required.

Mike, I agree with you on both counts, not having kept up with times  
and that governmental intervention is not the way forward.

Speaking of change of times, how about boring a page or two from the  
"Open Source" community? Why can't we develop standards in a similar  
fashion? With today's collaboration technologies and the Web,  
standards can be developed without the need for face-to-face meetings  
in a self-governed environment reducing the financial resources  
required drastically to a bare minimum. Just thinking out loud.
