Maria, According to the VICS specifications (which is basically an implementation guide for the corresponding X12 standard), the N9 is the same as the one in X12, however in the header N9, the first and second elements (128 and 127) are the only ones that are used (all the remaining elements are designated as "NOT USED BY THE RETAIL INDUSTRY". In the detail area, the N9 uses three elements (128, 127 and 373 which occur in positions N901, N902 and N904 respectively). The others are marked as not used.
The important thing to understand here is that the N9 definition is set by X12 and it's format is retained here. This guide simply indicates which elements should be used at each point within the document structure. There are plenty of examples of similar notations throughout the VICS guidelines.
