The answer as usual is, you need to work this out with your trading partner.
Understanding of ambiguous requirements can best be attained with a
conversation, or correspondence.

But my guess is that the change applies to an accepted load, not to
re-submission if a rejected load, which would still be new.

example is for a load tender.

If we have a load tender going out to a trucker (original), they send
back a rejection with some modification to a loading date. We say okay
and send them a load tender with the change to the loading date. Would
you consider the status of the load tender as a change or is the load
tender still considered an original because the load tender wasn't
accepted? That is until a load tender has been accepted it is sent out
with a status of original. Once the load tender is accepted a
modification would be considered a change? Or is any message to a
carrier for a specific shipment considered a change after the initial
message is sent with the status of original.
