Most TL (Truckload Carriers) can only accept or reject load tenders (ASC X12 
204).  Some do have the ability to accept pending modification.  A TL carrier 
would expect to receive the offer of the load well in advance so that they can 
plan driver and tractor availability.  The first 204 for a load would be the 
original.  If the carrier accepts the load, a change (B2A01 of 04) could be 
sent.  Also a cancel (B2A01 of 01) might be sent.  Generally a Response to a 
Load Tender (ASC X12 990) is only returned for an original.

If the carrier rejects (declines) the load using the ASC X12 990, the carrier 
would expect a new original (B2A01 of 00) if changes were made and the load 
re-tendered.  While the 990 does allow for a conditional acceptance it is not 
very often used since in more recent versions there is no place in the 990 to 
put what is or is not being requested to change.

Just a note of caution since the original post did not specify the type of 
carrier.  LTL (Less-then Truckload) carriers do not accept or reject load 
tenders, they expect to receive a bill of lading (ASC X12 211).  LTL carriers 
may also receive a pick-up notification (ASC X12 216).  Small package carriers 
are a different animal altogether and would expect to receive an ASC X12 215, 
Motor Carrier Pick-up Manifest.
