HIPAA does not currently mandate use of the TA1. Whether or not this
situation changes will depend on what CMS has included in the 'HIPAA 2' NPRM
now being reviewed by the OMB. While personally I think that a TA1 should be
generated for any invalid ISA segments, whether it is or not depends on what
the Trading Partners in question have agreed to.
