You're in luck.  I have the Sept. 2008 Consumer Reports in front of me and they 
rated desktop computers in this issue.
 
Under the category of "Workhorse," CR rated the following 2 PC's top performers.
 

HP Pavilion m9100t and m9300t....expect to pay $970.00 plus the cost of 
software (Microsoft office, etc.)
HP Pavilion a6250t and a6560t...expect to pay $825.00 plus the cost of software
 
These machines are for business applications, not gaming so either should meet 
your needs.  
 
Get on HP's site and check out these two machines.

That's a loaded question! That's like asking what kind of car I should buy...
All depends.

I have sites that are running on everything from a 'simple' Best Buy PC to a
full-blown server with gigabytes of ram and diskspace with quad-cpus!

Art and Dino put it well - what kind of translator will you be using (if
any) and what are your needs..
