The way BizManager works every file or document must be able to establish a
partner relationship so it can fire off the processing rule. So you first need
to figure out how to assign this document or file to a partner then you can
work on getting it applied to a rule. You have not really provided enough
detail to carry the discussion much further. Things that would be important in
determining next steps would be the method by which youi are assigning the
partner, what type of document you are processing, or the method by which
BizManager is acquiring this information
