It's called a recruiting business.  Check 'Monster.com' 
and 'Careerbuilder.com'... Plenty of projects and contractors at both.

There's a company in New England called 'edispecialists.com' that, as 
the name implies, specializes in EDI job placement and has a talent 
database.  They're a good company that's been in business a long time 
and has established a good reputation... Maybe give them a call.
