I don't know what you are talking about, either, here in the REAL "Dairy 
State" and Cheese Capital of The World, but...

A lot of 810's I've created use a PID segment at the header level (in 004010 
it's at 1/160) with  "FL" or "FSLA" to mean "Produced in accordance with The 
Federal Fair Labor Standards Act."

You could maybe do the same thing...

PID*S**CA*ATCM

Where
PID01 = X ==> "Semi-Structured (code and text)"
PID03= CA = Code source "State of California"
PID04 = ATCM  = California-Recognizable code value.

You can use PID05 Extra description here if you'd like.
