You're correct.  Ask your TP where they will be able to read this from.  If 
your management is looking to do some CYA, then get them to communicate with 
your customer about this if you don't get anywhere with your TP's EDI folks.  
You can send all you want, if they don't receive, well, best case, you haven't 
actually done what you want to do (including CYA since you've obviously advised 
your mgmt that just "sticking it in there somewhere" is the equivalent of 
sending it in Swahili) and worst case, if it bombs in translation, you won't 
get paid.

I haven't run into this issue yet, but here are some thoughts. 

You might try creating a new PID if your partners are already receiving 
this segment.  Your wording is just over 80 characters, so you should be 
able to abbreviate California and it will fit.  You can send are large 
number of this segment. 

Probably the most correct segment would be in a SAC which has a large 
number of qualifiers including "D560" for "Hazardous storage".  It will 
depend on your versions.

Although this isn't a true Reference Number, you could also talk to your 
trading partners about adding an REF segment.  There is a qualifier of 
"HN" Hazardous Certification Number & room to add the wording in more 
recent versions.

Often, it just depends how easy it is for your trading partner to make 
the changes.
