No need for it.  Do you fly on commercial jets?  Do you ever see a time zone on 
your ticket?  No.  You know that if the plane departs Detroit at 10:50 and 
arrives Chicago at 11:08 (Detroit (DTW) to Chicago (ORD) 12/30/08 10:50 pm - 
11:08 pm Northwest flight 1761 for example) that each of the times represented 
is in the time zone of the location where the event takes place, not that you 
can fly from Detroit to Chicago in 18 minutes.  The times in the ISA and GS are 
always local time.

As a side note, if you feel that there is a need for the time zone in either 
the ISA or GS you can submit a data maintenance (DM) request via the X12 web 
site.  Please go to www.x12.org <http://www.x12.org>  and click on "Online DM 
Submission."  Your request will be reviewed at the next interim Technical 
Assessment Subcommittee meeting.  There is no requirement that you be a member 
of X12, although it never hurts to be active in standards development if your 
company has a requirement that is not being met.

After spending time analyzing the transmission delay reported by one
of our business - any reason - why was time zone not considered part
