No. You know that if the plane departs Detroit at 10:50 and arrives Chicago at 11:08 (Detroit (DTW) to Chicago (ORD) 12/30/08 10:50 pm - 11:08 pm Northwest flight 1761 for example) that each of the times represented is in the time zone of the location where the event takes place, not that you can fly from Detroit to Chicago in 18 minutes. As a side note, if you feel that there is a need for the time zone in either the ISA or GS you can submit a data maintenance (DM) request via the X12 web site.
