It's a fine line because one man's "test" could be another's "production".
 If you are running a large amount of volume on a "test" box, it's touching
customers, and requires uptime/backups/etc that's no longer a "test" system
by most definitions in the contracts I've seen.

It's all in that contract, however.  Mind your Ps and Qs.
