Chris, You don't say why you need these. If you could be more specific, we might be able to give more or better suggestions. Since you mention cost is a factor, DISA, edifecs and EDISIM are not inexpensive. Depending on your need, they may or may not be worth the cost.

We stopped buying that after 4030. If you buy EDISIM, you can essentially generate a .RTF or .PDF for the full standard using the Standards Editor and Doc Builder modules. I am sure that edifecs offers the same. It's nice because you only have to buy one product and it has good uses beyond. These options may be cheaper than buying each year from DISA--although DISA may have deep discounts on old versions.
