Every field in the segment has a validation tab and displaying that tab will show the minimum and maximum lengths of the data that field expects to find before finding a delimiter. So if the REF04 has a maximum length of less than 18, you get the error you refer to.
If this is a delimiter issue, she can check the trading partner setup to see what delimiters are being used, and she can check the map and see there. In the map it will be at the file level. Just right click on the yellow envelope and click on properties. Then click on the Delimiters tab and see what delimiters are being used. They can be modified as needed.
