I cannot give you any specific help, since I have never used Gentran, 
but the reference to STARTTLS indicates that the server expects a secure 
SSL/TLS session to be established. Are you starting your dialogue with 
the server using EHLO, which requests SMTP extensions,  rather than the 
vanilla HELO command? Alternatively if you connect to port 465 rather 
than 25 then a secure session is assumed.
